Job Description:

This position is part of the Senior Executive Service at the National Archives and Records Administration. The incumbent exercises full independence and ingenuity in providing expert advisory services to the Executive for Information Services/Chief Information Officer (Information Services Office), NARA executives and executive teams, and other high-level managers of NARA.

Job Responsibilities:

  • Provide guidance and technical leadership to NARA IT managers and staff involved in the design, development, implementation, modification, maintenance, and integration of intra- and inter­agency and public access systems through which NARA administers its programs. The focus is on providing general and specialized customer service based upon the principle of ready access to essential information.
  • Have full responsibility for planning, developing, organizing, implementing, directing, and evaluating critical information technology programs and functions.
  • Serve as advisor to the NARA Chief Information Officer (CIO) in setting NARA’s overall information technology direction and as an advisor to senior officials throughout the Federal government on NARA-related information technology (IT) initiatives and issues.
  • Possess primary accountability for all aspects of the planning, architecture, design, installation, maintenance, and operation of agency-wide data and Local Networks/Wide Area Networks and related equipment.
  • Oversee NARA’s Enterprise Architecture (EA) program and the development and maintenance of NARA”s EA work products.
  • Lead and determine the priorities, goals, and policies of the Office of the Chief Technology Officer, consisting of a Senior Advisor to the Chief Technology Officer, two Senior Leader (SL) positions, a Chief Data Officer, a Director of the Systems Engineering Division, and the Director of the Enterprise Data Management Division.
  • Direct strategic technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
  • Develop guidance and processes for the acquisition of IT systems.

Job Requirements:

  • Must complete an Executive Personnel Financial Disclosure Report annually.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. In addition, periodic re-investigation is required no later than five years after selection and at least every succeeding five years.
  • Must complete a 1-year SES probationary period, unless previously completed.
  • Top Secret background investigation required.
