Job Description:
This position serves as an integral member of the Federal Railroad Administration (FRA), Office of Safety’s Regional organizational structure, and serves as a Railroad Safety Specialist (working title of SMT Railroad Safety Chief ) in SMT 6 Union Pacific / Kansas City Southern Responsible for representing the SMT and FRA with internal and external individuals and groups who are railroad safety stakeholders.
Job Responsibilities:
- Fulfill the responsibilities of the FRA liaison representative with assigned railroad(s) other individuals and organizations that have an interest or are stakeholders in railroad safety, including fire departments, police departments, the National Transportation Safety Board (NTSB), the Occupational Safety and Health Administration (OSHA), Federal, State and local government agencies, public officials, and labor organizations.
- Responsible for the analysis and development of a recommended plan of inspection for assigned railroad(s).
- Responsible for facilitating the investigation of assigned accidents, leading a multi-discipline team of safety personnel, gathering the required evidence to support the investigation, analysis of data and evidence, as well as preparation and submission of the final report.
- Responsible for and/or providing subject matter expertise in one of the following areas support for programs such as Investigation & Audits, Risk Reduction, Passenger Rail, or Drug & Alcohol, and special projects
Job Requirements:
- PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
- DRUG TEST: You will be required to pass a drug test prior to appointment unless currently employed in a DOT position that requires drug testing. The selectee also will be subject to random drug testing while employed in this safety-sensitive position.
- INTERVIEW: Applicants may be required to demonstrate in a pre-employment interview that they possess the personal characteristics necessary for Railroad Safety work.
- GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only.
- TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
- DRIVER’S LICENSE: All Railroad Safety Specialists are required to possess and maintain a valid state drivers license at all times while employed by the Federal Rail Administration (FRA) in order to perform the duties of their positions.
- DECLARATION OF FEDERAL EMPLOYMENT: The selectees for Railroad Safety positions will be required to complete a Declaration for Federal Employment to determine suitability for Federal employment and to authorize a background investigation. Applicants referred to a manager may be required to submit a writing sample. The difference in the salary is determined by the locality pay in each location. - SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
