Job Description:
As a Contract Specialist for the FBI, you will serve as a Contracting Officer for your assigned Unit with signatory authority for significant systems and programs. You will be responsible for the procurement of supplies, services, construction or research and development. This position requires knowledge and understanding of legislation, regulations and methods used in contracting, as well as knowledge of business and industry practice, sources of supply, cost factors and requirement characteristics.
Job Responsibilities:
- Terminate contracts by analyzing, negotiating and settling claims and proposals.
- Provide high-quality customer service and ensure transparent, timely communications with customers, Contracting Officer Representatives (CORs), Project Managers (PMs) and vendors. A positive attitude and a genuine enthusiasm for procurement activities in support of the FBI mission are critical to achieve success.
- Analyze and evaluate cost or price proposals and accounting systems data.
- Perform pre- and post-award functions involving procurements ranging in complexity and specialization while using best practices and adapting to growing category management functions. Associated tasks include in-depth planning activities, such as developing life cycle acquisition plans, milestones and related schedules.
- Strategize and develop acquisition plans, including contracting method, evaluation factors, negotiation tactics and source selection plans.
- Solicit, evaluate, negotiate and award contracts with commercial organizations, educational institutions, nonprofit organizations and state, local or foreign governments for furnishing products, services, construction or research and development to the federal government.
- Serve as a principal advisor to program officials in procurement planning and execution and provide expert service, guidance, coordination and consultation to identify procurement objectives and methodologies.
- Plan, establish or review contracts, programs, policies or procedures.
- Serve as a warranted Contracting Officer with signatory authority for goods and services.
- Administer contracts by ensuring compliance with the terms and conditions of contracts, including resolution of problems concerning party obligations.
Job Requirements:
- Must be in compliance with the FBI Employment Drug Policy.
- Must have two years of full-time professional work experience (see work experience waiver for exceptions).
- Must never have been convicted of a felony.
- Must be able to obtain a Top Secret Clearance.
- Must be a U.S. citizen.
- Meet the FBI’s Employment Eligibility requirements.
