Job Description:

The incumbent serves as an Investigator and Polygraph Examiner responsible for administering psychophysiological detection of deception (PDD)/polygraph security screening examinations worldwide to applicants, civilian employees, military assignees, contractors/consultants, and affiliates of the Agency, OSD, OJCS, defense agencies, combatant commands and their regional support centers, U.S. Forces Korea, U.S. Forces Japan, joint task forces and special mission units throughout the world involved in highly classified or sensitive information or projects. The incumbent also conducts highly sensitive specific-issue polygraph examinations in support of wide-ranging security matters responsive to the insider threat program, force protection, personnel security adjudications, and criminal inquiries and investigations that impact Agency, Department, and National Security. Incumbent also conducts complex and high risk polygraph examinations throughout the world, sometimes under very austere and hazardous conditions and through use of foreign language interpreters. Utilizes specialized testing techniques and formats designed to supplement security, misconduct, and criminal inquiries/investigations. Incumbent employs novel and sophisticated measures to ensure the validity and reliability of examination results. Responsibility extends to protecting facilities, property, information, personnel, and operations under Agency cognizance and such efforts in support of Agency support agreements.

Job Responsibilities:

• Conducts the full range of polygraph security screening examinations to Agency personnel in critical intelligence positions and to personnel from other supported DOD, IC, and Federal agencies involving CI-scope, expanded-scope, foreign spouse/cohabitant and linguist vetting; some exam types are unique to the Agency.
• Conducts specific-issue examinations involving major and high visibility security and investigative matters, routinely provides examination support to “insider threat program”, employee misconduct cases, personnel security adjudications, force protection, fraud, and for exculpation.
• Prosecutes polygraph examinations in support of wide-ranging operations consistent with DoD Instruction 5210.91, “Polygraph and Credibility Assessment (PCA) Procedures” Enclosure 4.
• The results of such testing impact National Security equities. Examinations may be conducted in high threat scenarios and necessitate use of specialized support and novel approaches including use of foreign language interpreters.
• Collects and analyzes physiological and other behavioral measures, develops strategies for exam resolution, administers extended-series testing sometimes requiring novel approaches, and conducts post-test examination interviews/interrogations.
• Evaluates suitability of personnel for examination and exercises independent discretion in administering, postponing, or canceling examinations.
• Utilizes standard and innovative techniques, formats, and approaches to resolve unusual examinee and polygraph problems while ensuring compliance with Agency, DOD and Federal policy and standards. – Prepares and evaluates polygraph investigative techniques and methods to be utilized during examination and prepares complete, concise investigative reports of all exams conducted.
• As required, testifies at boards or hearings on polygraph related matters. – Offers professional opinion, beyond the scope of polygraph examinations, to assist in the evaluation of sensitive security, CI, operational, and investigative matters. -Prepares and presents briefings on the polygraph program to mid- and high-level officials, as required. -Mentors and trains interns, newly assigned, and junior examiners.
• Performs other duties as assigned.

Job Requirements:

• Oversees the prosecution of highly sensitive and wide-ranging examinations.
• Technical authority for Agency administrative polygraph examinations.
• Applicants must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position.
• Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position at the advertised grade.
• Such experience is typically in or directly related to the work of the position to be filled.

Qualification & Experience:

• Experience conducting Counterintelligence Scope Polygraph examinations or similar screening examinations.
