Job Description:

(U) A Librarian (Open Source Intelligence)gains and applies knowledge of capabilities and limitations of the open source intelligence (OSINT) collection discipline, to include technical sensors/platforms and data/information sources within an area of responsibility (AOR). Gains knowledge of Intelligence Community collection and collection management processes, systems, and tools. Includes knowledge of support to analytic requirements, targeting, assessment, feedback, and source validation/vetting processes. Conducts collection to satisfy information requirements in order to fill intelligence gaps. Works closely and effectively with intelligence professionals throughout all phases of the intelligence process.

Job Responsibilities:

  • This position is located in Washington DC and is with the Directorate for Science and Technology (ST), Open Source
  • Integration Center (OSIC) who manages the Agency Library. This position is responsible for performing the following duties:
  • Independently employs tactics, techniques, and procedures (TTPs) when conducting PAI collection in order to mitigate operational risks; and interprets and adheres to laws and policies governing the collection and use of PAI.
  • Independently identifies sources of PAI of potential intelligence value, to include resources which offer data for purchase, in order to satisfy a given intelligence requirement.
  • Independently develops OSINT collection plans in order to satisfy a given intelligence requirement.
  • Independently evaluates and “vets” sources of PAI information.
  • Independently produces OSINT reporting in order to satisfy a given intelligence requirement.
  • Independently works with Intelligence Community collectors, collection managers, as well analysts, military commanders, and other intelligence consumers to determine consumer dependencies.
  • Independently identifies collection gaps and methods of collection to include coordinating with the intelligence community – in order to address them.
  • Independently identifies the enduring collection requirements related to specific consumer problem set.
  • Coaches and guides junior collectors in the performance of various aspects of their duties pertaining to the collection, processing and exploitation of PAI.

Job Requirements:

  • Since many libraries are highly specialized, some librarian positions require a knowledge of a
    specialized subject or field of endeavor.
  • Also, since materials in libraries are often in foreign
    languages, some librarians must have a proficient knowledge of one or more foreign languages.
  • For such positions, applicants must meet requirements that are directly related to the subject matter or language of the specialization.
  • These requirements are in addition to the basic professional library science requirements that apply to all positions. However, these requirements may be included in or supplemental to those specified for all positions.
  • The following specializations are authorized: biological, medical, social or physical sciences, education, fine arts, business and industry, humanities, law, music, engineering, and the Germanic, Slavic, Oriental, Semitic, or Romance languages.

Qualification & Experience:

  • Demonstrated experience-conducting research using open source (classified, academic, open web) resources to fulfill customer requests.
  • Experience in the Intelligence Community.
  • Experience with Library Acquisition.
