Job Description:
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Job Responsibilities:
- Ensure that mechanical and electrical inspections of completed Civil Works project are technically sound and in accordance with USACE standards and best engineering practices.
- Oversee electrical, mechanical and architectural designs, studies and investigations prepared by the Engineering Design Branch.
- Ensure the technical control of the section’s work products.
- Review design memoranda, plans, specifications, correspondence and other data to ensure sound application of engineering principles and consistency with applicable engineering and architectural criteria.
- Serve as advisor in technical specifications, in clarification and interpretation of plans and specifications, and in resolving difficult architectural and engineering problems.
- Obtain technical support from other engineering specialists in civil, structural, geotechnical and hydraulic/hydrological engineering.
- Establish overall design outlines for projects including modifications and maintenance of existing projects.
- Facilitate the development, preparation and review of specifications for civil works and construction projects.
- Coordinate work assignments with specialists in other districts, higher authority, manufacturers, suppliers, and contractors.
- Apply the principles of value engineering necessary to accomplish the greatest possible cost reductions without jeopardizing the performance, quality, maintainability, reliability, standardization, or interchangeability of the product.
Job Requirements:
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Position requires a valid, state-issued motor vehicle driver’s license since project sites may be located in remote areas that are not accessible by public transportation.
- This is an Army Acquisition and Technology Workforce position. Completion of Level III certification in Facilities Engineering must be achieved within 24 months of placement into this position.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires travel away from the worksite (TDY) to other duty locations approximately 20% of the time to conduct site visits and to meet with customers, users, and stakeholders.
- Pursuant to EO 14043, all Federal employees, regardless of duty location or work arrangement, must be fully vaccinated for COVID-19 by November 22, 2021, or before entrance on duty if after November 22, subject to exceptions as required by law.
