Job Description:
Under general supervision, this mid-management position designs, coordinates, implements, and participates in the administration of the Glendale Water & Power (GWP) Safety program, including ensuring regulatory compliance with federal, state, and local regulations related to safety, injury and accident prevention, identifying safety improvement opportunities, developing and tracking training programs, and reducing department liability due to safety issues. Coordinates assigned activities with the City-wide Safety program and provides responsible staff assistance to the Environmental Program Administrator.
Job Responsibilities:
- Coordinate and preside over the Accident Review Committee; and provide an analysis regarding preventability and mitigation. Manage and conduct safety incident investigations; review, interpret, and apply safety regulations to injuries, accidents, and incidents involving employees and the general public; ensure that investigations are completed within a timely manner in accordance with the department’s safety manual.
- Conduct specialized studies; prepare and present reports related to safety and injury prevention programs.
Identify safety improvement opportunities with respect to work processes, procedures, personal protective equipment, devices and tools; review with appropriate management and staff; implement and track improvements. - Respond to incidents involving injuries; property damage related to the department; investigate employee accidents to determine causes and prevention methods; analyze accident reports to determine frequency and trends; recommend measures for mitigation.
- Provide highly responsible staff assistance to executive management; report safety program results to the General Manager, Chief Assistant General Managers, Assistant General Managers, Administrators and the City’s Safety Administrator; provide quarterly statistics regarding including frequency and severity rates for both industrial and vehicle accidents; assist in identifying areas for improvement and recommend appropriate course of action.
- Direct and coordinate the Injury & Illness Prevention Program and Wellness Program; audit and maintain a record keeping system of program activities; meet with department staff to address deficiencies.
- Establish and implement a safety training plan; provide and/or coordinate staff training; develop new safety programs as needed to ensure Cal-OSHA compliance. Oversee and update the Department’s Safety Manual as needed to ensure Cal/OSHA compliance and reduce employee injuries.
- Design, develop, and oversee the department’s safety/health program, recommend and participate in the development and implementation of goals, objectives, policies, and procedures for the safety program, identify resource needs and work with department management to develop a safety strategic plan for the utility.
- Review and evaluate third-party liability claims; make recommendations to lessen and/or eliminate the frequency and severity of third party incidents; monitor progress.

- Develop the necessary skills from on-the-job training and meet the standards of performance for the classification by the end of the probationary period.
- Make sound decisions and effectively solve problems and negotiate effective solutions.
- Effectively design, develop, implement and administer a comprehensive safety training and injury prevention program.
- Pertinent federal, state and local laws, codes and regulations.
- Computers and applicable software applications such as word processing, spreadsheets and databases.
Qualification & Experience:
- Five years of increasingly responsible experience in the development and administration of a department specific safety and loss prevention program with at least three years in a supervisory/managerial capacity. Experience in utility safety is highly desirable.
- A Bachelor’s degree from an accredited college or university with major course work in occupational safety, industrial hygiene, business administration or a related field.
- A valid Class “C” California driver’s license required.
- Certification as a safety professional or industrial hygienist is desirable.
